Default Blackout panel for my CRX

Hi everyone,
I'm thinking of a new project about my '87 CR-X exterior, and there's something I need your help with.
You know, some modern American muscle cars have the black-out pamels, that incorporate the tail lights inside, and also feature a sort of frame around. Maybe that's not the best explanation of what I'm trying to say, that's why I've got a pic of comparison of CR-X and Challenger.

So I was wondering, is there any way to do something similar to the CR-X rear fascia? I understand, that the job will probably require cutting and welding which is fine, since there is a lot of rust there and I was planning to cut and weld anyways.
