Default advise: taxing a van commercialy

I have a van and it needs to be taxed. It is currently taxed as private by previous owner. How do i get the lower commercial rate? What forms do i need?
Also can it be taxed without current DOE? It just out.

You'll definately need a DOE dont know how to get commercial really as they are gone really bad on that..

Do you have to prove its a work vehicle or something

Is it straight forward to use a herd number? one vehicle per number is it?
