Default 16v dohc timing belt issues

my nephew has bought a crx from the uk (to keep up with his olde uncle

he has had some bad luck ith the car including a engine rebuild so far. Engine was running fine then he says he had a problem that the timing belt stretched. I hav been able to get out of him exacactly what happened but the car gradually lost power and died. Anyways he has a new belf fitted and now the car will rarely start and throws a code 9 on the ECU.

Reading posts here and uk forum it seems that the belt is off a tooth on the exhaust cam side. Does this sound right? also can this damage the dizzy?
